Mumbai, 13th March – Taking action on the news published in ‘Dainik Sanatan Prabhat’ and the complaint lodged by ‘Surajya Abhiyan’, the State Government issued an order on 11th March 2024 for keeping Mantralaya clean and tidy. On 14th September 2023, on the website of Dainik Sanatan Prabhat, news about the piles of files lying on the tables in all the departments in Mantralaya was published, though the work at Mantralaya was claimed to be paperless by the Government. Based on this news, Surajya Abhiyan of Hindu Janajagruti Samiti (HJS) filed a complaint with the Chief Minister, Dy Chief Ministers and Chief Secretary on 27th September 2023.
Complaints filed under ‘Surajya Abhiyan’
The order has been issued by the General Administration Department of the State Government for all administrative departments to maintain cleanliness and tidiness, devising an action plan. There are several unusable things, materials and old records lying in different places in Mantralaya Building which is the main office of the State Government. All these departments are to be cleaned and tidied as per the order. Many circulars have been issued earlier by the departments for maintaining cleanliness in the respective departments. Still, only after the news was published in DSP and the complaint filed by Surajya Abhiyan, did the Government directly issue an order for implementing an action plan for cleanliness.

Heap of files causing inconvenience in work – Sanatan Prabhat
The heaps of files on all tables in every department of Mantralaya are so big that they are seen on all sides and surrounding the computers on the tables. In some departments, there are files stacked even on the chairs. The situation is no different even in the departments of Chief Minister and Dy Chief Ministers, leaving no adequate place for the staff to sit and work. They have to sit amidst heaps of files, as published in Sanatan Prabhat.
Appeal to take policy decisions
Mantralaya is the main administrative centre of the State; therefore, administrative officers from all parts of the State go to Mantralaya for work. It is expected that the visiting officers should be able to get inspiration from the coordination and management in Mantralaya so that they can implement it in their administrative offices across the State. Presently, files have been kept in a disorderly and chaotic manner in all departments which is unbecoming of Mantralaya. The situation prevailing in Mantralaya could more or less, likely to be present even in all Government offices across the State. It was, therefore, suggested in the DSP news to study the situation and take a policy decision not only for Mantralaya but for all Government offices in the State.
Order to devise an action plan for maintaining cleanliness
As per the Government order, an action plan has been devised to keep all administrative departments in Mantralaya, clean and tidy which includes taking a review of papers and files and their classification; files should be properly disposed of after their time limit; proper disposal of old computers, printers and unnecessary papers, and e-paper should be used for correspondence, etc
